Senior Expert/ Expert, People and Culture Strategist


To perform activities in development of frameworks and implementation of people strategy and policy, and people management, in order to ensure alignment with the organization’s goal and vision, as well as to ensure efficient, effective, relevant and timely implementation of People Group’s strategies


  • Ensure understanding of people and culture strategy and execution roadmap, in order to understand activities needed to be carried out, according to function’s policies and frameworks, as well as to ensure alignment and compliance with legal regulations and with Telenor Group’s overall direction, standards and governance
  • Perform activities in development of people policies, strategies, standards and guidelines, including culture and human resource management, in order to facilitate all functions across the organization to execute corporate strategies
  • Perform activities related to designing and evaluating of people management and development platform, tools and system, which include reward system and manpower/capacity planning, in accordance with people strategy, in order to support the organization’s vision and goals
  • Perform activities related to designing and continuously revising of value and culture model, to ensure optimizing and facilitating corporate culture, in order to ensure alignment with corporate direction and effective implementation of corporate strategies
  • Communicate and promote people and culture strategies and execution roadmap across functions within Telenor Myanmar, in order to enforce optimizing culture within workplace
  • Carry out activities that facilitate implementation of activities planned by the department to ensure smooth execution
  • Monitor and evaluate performance of people and culture strategies, in order to identify improvement opportunities and to enable strategies revision accordingly
  • Develop documents and reports related to culture strategy and human resource management, to ensure accuracy and completeness of information, in which complies with rules and regulations, as well as to ensure availability of information for relevant parties in a timely manner
  • Maintain and update key information and database on culture strategy and human resource management to ensure that accurate, complete, and relevant information is provided in a timely manner
  • Perform activities to track, monitor, evaluate and periodically review the overall processes of people and culture strategy and execution roadmap development, as well as the overall processes of coordinating guidelines to relevant functions, in order to identify improvement opportunities, to ensure optimization of the operation
  • Perform analysis on benchmarking organizations in order to adopt market best practices into organization
  • Collect feedbacks from relevant parties and perform analysis to ensure business and other requirements are met
  • Guide and assist, if needed, junior members in performing their tasks to ensure consistent understanding and ability to perform tasks
  • Review, if needed, assignment completed by junior members to ensure integrity and accuracy of work conducted
  • Identify and respond appropriately to patterned issues regarding corporate communication in order to ensure that current issues are efficiently dealt with to support operational excellence
  • Report all issues/variances with planned work to ensure any activities outside normal procedures are communicated in a timely and accurate manner
  • Contribute, if needed, to the implementation of small, low complexity strategic project, regarding supply chain management, which is simple and specific in nature, under guidance, in order to support senior members in reporting of performance
  • Learn to use professional concepts and company policies and procedures to solve patterned problems
  • Be accountable for other certain works as assigned from immediate superior level


Bachelor’s or Master’s in HRD, HRM or related

  • 5 or more years of People Strategy in MNC environments
  • Direct experience in planning and development of people and culture policies,
    Strategies, standards and guidelines
  • Strong knowledge of basic human resources elements of the employee lifecycle.
    (Including OD, manpower, compensation, benefits, development, etc.)
  • Ability to gather and analyse facts and statistics
  • Good in English communication skills both in written & spoken
  • Computer literacy in MS Office
